Develop staffing strategy, business plan, budget, and forecast and manage to annual plan.
What you'll need to be successful:
At least 10 years of growth in the recruiting disciplin
At least 5 years of growing responsibilities, leading and improving a corporate recruiting function, with references to prove it
Strong working relationships and communication skills with HR, senior executives and vendors that delivered required business goals
Meaningful measurements that show how your team delivered high-touch through technology and customer-focus to hiring managers and applicants alike.
Must possess strong business acumen, the ability to drive results through others (all levels within an organization), strong analytical, organization, presentation and negotiation skills,
Prior successful experience in recruiting for a companies that were consumer-facing (e.g. consumer electronics), mid-sized, high technology focused (e.g. majority of workforce was of the engineering discipline)

Qualifications

Position Description

Position Description
This position provides tactical leadership for a team of recruiters . This role is primarily responsible for ensuring team and individual productivity to meet performance goals and business demand by developing, directing and managing recruiting strategies to attract high caliber talent to meet the company's needs.

The TA Manager will lead a team of experienced local and remote recruiters.

Team management, goals, and initiatives:
- Work with team of recruiters to develop plans to execute on strategy to meet evolving business demands
- Define team goals, and manage team performance to those goals
- Continually optimize team performance by managing workloads with a capacity plan
- Work with Talent Delivery Leader, HRBPs, and Talent Acquisition Strategist to develop and implement BU diversity strategy

Individual management:

- Define goals for direct reports, and manage their performance to ensure goal attainment
- Provide coaching, development opportunities and ongoing feedback to team members
- Facilitate performance reviews in compliance with company schedule
- Manage salary administration for direct reports

Process management:
- Create and implement processes and procedures that improve team efficiency, and enhance the customer and candidate experience
- Review and continually monitor existing process maps and workflow for effectiveness, and revise or remove bottlenecks to meet business demand

Reporting:
Provide consistent reporting to the business that defines team success against business needs, highlights challenges and resolutions to those challenges, and allows the business to plan according to ongoing team productivity.

Escalation management:
- First line of escalation for recruiters and hiring managers
- Provide immediate and sustainable resolution to business challenges that impact recruiting
- Support team efforts to meet business hiring demand
- Ensure an excellent customer experience for internal clients
Minimum Requirements
Minimum of 8+ years recruiting experience, including at least 2 years of experience managing recruiters.

- Intermediate to advanced knowledge of MS Excel
- Demonstrable knowledge of intermediate to advanced recruiting and sourcing techniques, including Web 2.0

Key Responsibilities
˘ Key focal point to Country HR and hiring managers in managing the recruitment of regular hiring for the assigned business group
˘ Providing operational leadership by undertstanding customer requirements and translating into service delivery by time, cost etc.
˘ Work closely with line managers to understand workforce needs and provide proactive recruitment and selection for recruitment activities
˘ Evaluate skill level, manage offer process, including reference checks, salary recommendations, offer letter generation and offer acceptance/declines.
˘ External sourcing and shortlisting of suitable candidates ensuring an active funnel and pipeline of candidates
˘ Successful recruitment vendor management for successful support the sourcing of suitable candidates
˘ Responsible for industry mapping, passive candidate identification, networking, headhunting, website searching, writing and posting advertisements, producing short lists, screening candidates and all other aspects of candidate management
˘ Conduct first stage phone interviews for shortlisting to hiring managers
˘ Conduct/manage skills assessment test
˘ Compile and update reports for job openings, hires and post-hire summaries for hiring managers
˘ Delivering a "Total Recruitment Solution" in collaboration with the region/country Staffing Program Leads
˘ Track metrics and monitor performance
˘ Ensures compliance to corporate policies and statutory requirements
˘ Mentor and provide guidance and direction to recruiting admin coordinators

Qualifications

Key Experience Required

˘ Minimum 8 years experience either as an onsite recruiter, a vendor recruiter

˘ Experience in recruiting industry leading sales candidates
˘ Strong industry network of candidates and recruitment vendors
˘ Proven track record in successful, quality placements across a variety of Sales related jobs
˘ Customer centric with focus on delivering recruitment solutions tailored to business requirements
˘ Demonstrated experience in partnering with other HR/business functions to successfully deliver recruitment targets
˘ End-to-end recruiting and sourcing experience, including program management
˘ Proven organizational skills with attention to detail and the ability to prioritize and work well in an environment with competing demands
˘ Experience in a high-volume recruiting environment that emphasizes a highly structured, metrics-oriented methodology

Essential Responsibilities Manage and guide a team of staffing professionals to develop and manage full cycle recruiting services, including definition of recruiting needs, sourcing and creating candidate pipelines and closing on final candidates for our dynamic, growing software start-up within General Electric. The Recruiting Manager will develop and oversee day to day talent acquisition activities in close connection with the human resource team, business leaders and the Global Talent Acquisition team. The organization anticipates hiring 150+ highly skilled software and software research employees in the next 12 months in a fast paced environment. This is an opportunity to build a new startup operation supporting global software development.

You will:

- Have oversight and ownership of the full cycle of day-to-day recruiting/staffing processes directing a team of staffing leaders and recruiting specialists
- Provide direction to recruiting team, including prioritizing work to ensure that it is completed in a timely, efficient and compliant manner while working in an incredibly fast paced corporate environment

Qualifications/Requirements: - Bachelors degree with at least 7 years of experience in recruiting with at least 5 solid years of technical software recruiting (in areas such as platform architecture, software development and engineering, user experience, collaboration, mobility, analytics)
- Minimum 2 years of experience leading a recruiting and/or staffing team
- Strong, demonstrated full-cycle software recruiting and staffing experience in the technical community in the Silicon Valley/Northern California area (preferably east bay area)
- Experience identifying active and passive candidates by utilizing a variety of methods including social media platforms, external research, Linkedin, etc.
- Proven record of accomplishment in direct sourcing of top talent.
- Strong interview and candidate assessment skills
- Demonstrated ability to coordinate and run complex projects
